The mission of the National Home Builders Registration Council (NHBRC) is to protect the housing consumer and to regulate the home building environment by promoting innovative home building technologies, setting home building standards and improving the capabilities of home builders. The Council's strategy is to: improve visibility and accessibility in the market, while enhancing interaction with its stakeholders; position the NHBRC as a leader in knowledge creation and technical and technological building solutions, through strategic partnerships; and provide diversified services and products in line with changing building requirements and needs.

<p>&nbsp;The Constitution Hill Development Company was formerly owned by Blue IQ and the City of Johannesburg, 87% and 13% respectively. It is now wholly owned by the Gauteng Growth and Development Agency (GGDA). Constitution Hill (ConHill) is a site of consciousness that is dedicated to remembering our nation's history and the struggle for liberation. The site was developed to serve as a human rights precinct and world-class heritage tourist attraction that contributes to tourism growth for the province. This South African history landmark, which is also home to the highest court in the land - the Constitutional Court - is an important symbol of democracy and the protector of human rights for every South African citizen.</p><p><br>ConHill was established as a multipurpose site, which in addition to housing the Constitutional Court, plays an educational role in constitutionalism, human rights and democracy. It incorporates office space for a number of strategically selected tenants such as NGOs, Chapter Nine Organisations and organisations that are active in the human rights space.<br><br>ConHill has a variety of historical spaces that are suitable for conferencing, dramatic performance, a large array of events as well as public activities and programmes. The precinct also has three historical museums, which offer daily tours throughout the year. The museums have a history dating to 1893, when the doors to the Old Fort first opened as a prison for white men and later, briefly, as a military fort. In the early 20th century, additional sections were added to the site, includinga section for black male prisoners, known as Number Four, a Women's Jail; and an Awaiting Trial Block.<br><br>The Constitution Hill Development Company (formerly 87% owned by Blue IQ and 13% by CoJ) is now owned by the GGDA. <p>&nbsp;The mission of the Free State Gambling, Liquor and Tourism Authority is to promote legally compliant, responsible, sustainable and transformed gaming and liquor industries through effective licensing, regulating and reporting on the activities of the industries, and to market and promote the Free State province as a tourist destination of choice.</p><p>The Entity's strategic objectives are: to ensure the effective and efficient marketing of tourism, promotion of tourism and development of sustainable tourism within the province; an effective tourism marketing and promotion strategy; marketing initiatives adequately covering provincial geographic spread and seasonality; effective utilisation of media platforms; and hosting of events to promote the Free State province as a tourist destination of choice.&nbsp;</p>

<p>&nbsp;The vision of the Eastern Cape Socio-Economic Consultative Council (ECSECC) is a poverty-free Eastern Cape where everyone benefits equitably from the economy and realises their human potential. The Entity's mission is to be a multistakeholder centre of excellence in applied policy research, development planning and facilitation.</p><p>The Entity's strategic goals are to develop and implement effective and efficient management and governance systems and procedures; develop strategies and facilitate initiatives that protect jobs, create decent work and accelerate structural transformation of the provincial economy; build the strategic and technical capacity of the state at provincial and local level to accelerate delivery of quality infrastructure and services; support communities of development practice to engage effectively in policy formulation, implementation and development practice; be the socio-economic information hub for the Eastern Cape province; enhance human capital formation; and manage the HIV/AIDS response in the province.&nbsp;</p>

<p>The Eastern Cape Rural Development Agency (ECRDA) is a Schedule 3C entity in terms of the Public Finance Management Act (PFMA). It was established as a result of two public entities, namely, the Eastern Cape Rural Finance Corporation (ECRFC) and ASGIA - Eastern Cape (Pty) Ltd.</p><p>ECRDA has a comprehensive integrated rural development strategy for the Eastern Cape. ECRDA's vision is <em>uqoqosho iwamaphadle oluzinzileyo, oluquka uwonke-wonke </em>(an inclusive and sustainable rural economy) and its mission is 'connecting <em>abanegalelo</em> to catalyse the prosperity of the rural Eastern Cape'.&nbsp;</p>

<p>The Eastern Cape Parks and Tourism Agency (ECPTA) contributes to building the Eastern Cape into a province where responsible tourism and conservation underpin sustainable development.</p><p>ECPTA's dual mandate is to develop and manage protected areas and promote and facilitate the development of tourism in the province. ECPTA is therefore the management authority for the provincially declared protected areas and the Destination Marketing Organisation for the Eastern Cape province.</p><p>The agency is committed to facilitating development in both mandated areas. It supports emerging tourism products to become marketable, and emerging game farmers to become commercially viable. The Agency works with partners to offer tourists and visitors unforgettable opportunities to explore the Eastern Cape.&nbsp;</p>

<p>The mission of the Eastern Cape Liquor Board (ECLB) is to regulate the retail sales and micromanufacturing of liquor, taking into account community considerations.</p><p>The Entity's strategic goals are to ensure that only fully compliant license applications are processed within time frames stipulated by the Act; minimise non-compliance by licensed liquor traders and the occurrence of illegal liquor trading; consistently apply the provisions of the Act relating to social responsibility to all liquor traders; ensure the ECLB conducts its business in a manner that is consistent with all principles of good governance; and deliver reliable and consistent back office support to the core functions of ECLB.</p><p>Legislative mandates encourage and support the liquor industry in the management and reduction of the socio-economic and other costs of excessive alcohol consumption by creating an environment in which the entry of new participants into the liquor industry is facilitated; appropriate steps are taken against those selling liquor outside the regulatory framework; those involved in the liquor industry may attain and maintain adequate standards of service delivery; participation by ward committees and communities in the consideration of applications for registration certificates is provided for; and the particular realities confronting the liquor industry in the province can be addressed.&nbsp;</p>

<p>The mission of the Eastern Cape Gambling Board (ECGB) is to ensure the Eastern Cape gaming industry conducts itself honestly and competitively, with maximum contribution to society, and to protect public interest through regulation, licensing and appropriate enforcement.</p><p>The Entity's strategic goals are to provide excellent services to its stakeholders; institutionalise an international, competitive regulatory system; establish sound institutional oversight arrangements and systems in order to administer socio-economic development commitments that arise from licence conditions; develop a high-performance value-based organisation that recognises ECGB employees as its most important assets; and optimise revenue collection for the socio-economic benefits of underprivileged communities.&nbsp;</p>

<p>&nbsp;The mission of the Eastern Cape Development Corporation (ECDC) is to promote and coordinate an inclusive economic development in the Eastern Cape through innovative finance and&nbsp; investment solutions and partnerships.</p><p>The ECDC Act preamble states that the corporation will plan, finance, coordinate, market, promote and implement development of the province and its people in the fields of industry, commerce, agriculture, transport and finance.</p><p>As defined in the shareholder's compact entered into by the ECDC Board and the MEC for the Department of Economic Development, Environmental Affairs and Tourism (DEDEAT), ECDC's strategy focuses on it becoming a viable development finance corporation for the promotion of economic growth in the Eastern Cape by stimulating economic activity through focused investment in vital sectors of the Eastern Cape economy; investing in intellectual leadership; optimising all resources to maximise investment returns and attain financial sustainability; building a strong brand; and establishing integrated partnerships with stakeholders to ensure maximum leverage of resources and development outcomes.&nbsp;</p>

<p>The mission of the East London Industrial Development Zone (ELIDZ) is to provide investor solutions and to attract and develop strategic industries that strengthen South Africa's global competitiveness through the development and operation of a thriving, specialised industrial complex.</p><p>Its strategic goals are to secure targeted investors and investments in strategic industries; deliver on customer value promise; develop and operate the IDZ; build organisational capability to deliver its mandate and satisfy customer needs; create sustainable organisation; and maximise the developmental contribution of the ELIDZ.</p><p><br>&nbsp;</p>

The Auditor-General South Africa (AGSA) conducts regularity audits of national and provincial government departments, identified public entities, municipalities and municipal entities (its clients or auditees). Furthermore, AGSA conducts discretionary audits, such as performance audits, special audits and investigations. Its audit reports are made public and are tabled in Parliament, provincial legislatures and municipal councils. In addition to these audit-specific reports, AGSA publishes general reports each year, in which it analyses the outcomes of the audits at national, provincial and municipal levels. Through its audit activities, AGSA plays an important role in enabling accountability and thus promoting sound financial governance practices in South Africa. It does this by providing independent assurance to the various legislatures on whether entities that use public funds have managed their financial affairs in line with sound financial principles, have complied with the relevant legal framework, and have provided credible information on the achievement of their financial and performance objectives. In this way, the elected representatives of the South African people are able to hold the executive and accounting authorities, officials and public entities accountable. Ultimately, AGSA's work empowers citizens to hold the custodians of public resources accountable. AGSA is accountable to the National Assembly, to which it reports annually on its activities and the performance of its functions by tabling the main accountability instruments, namely its strategic plan and budget and its annual report. The Standing Committee on the Auditor-General (SCoAG), established in terms of the Constitution and the PAA, oversees AGSA's performance on behalf of the National Assembly.

The Commission for Gender Equality (CGE) is an independent statutory body established in terms of Chapter 9 of the Constitution of the Republic of South Africa, 108 of 1996. The mission of the Commission for Gender Equality is to promote, protect, monitor and evaluate gender equality through research, public education, policy development, legislative initiatives, effective monitoring and litigation. The CGE's functions include: monitoring and evaluating the policies and practices of government, the private sector and other organisations to ensure that they promote and protect gender equality; public education and information; reviewing existing and upcoming legislation from a gender perspective; investigating inequality; commissioning research and making recommendations to Parliament or other authorities; investigating complaints on any gender-related issue; and monitoring/reporting on compliance with international conventions.

The Commission for the Promotion and Protection of the Rights of Cultural, Religious and Linguistic Communities is responsible for deepening the appreciation of South Africans for the wide array of cultures, religions and languages found in the country, and for contributing meaningfully and constructively to social transformation and nation-building for the attainment of a truly united South African nation. The Commission was established to fulfil the following objectives: promote and develop peace, friendship, humanity, tolerance and national unity amongst and within cultural, religious and linguistic communities on the basis of equity, non-discrimination and free association; foster mutual respect amongst cultural, religious and linguistic communities; promote the right of communities to develop their historically diminished heritage; promote respect for and further the protection of the rights of cultural, religious and linguistic communities; and recommend the establishment or recognition of community councils.

Established by the Constitution of South Africa, the Electoral Commission (IEC) of South Africa is an independent body that manages elections of legislative bodies and institutions through the participation of citizens, political parties and civil society. The IEC's obligations are to: manage elections of national, provincial and municipal legislative bodies; ensure that those elections are free and fair; declare the results of those elections; and compile and maintain a national common voters' roll. The Commission's duties are to: ensure that any election is free and fair; promote conditions conducive to free and fair elections; compile and maintain a national common voters' roll; compile and maintain a register of parties; establish and maintain liaison and cooperation with parties; undertake and promote research into electoral matters; develop and promote the development of electoral expertise and technology in all spheres of government; continuously review electoral laws and proposed electoral laws, and make recommendations; promote voter education; declare the results of elections for national, provincial and municipal legislative bodies within seven days; and appoint appropriate public administrations in any sphere of government to conduct elections when necessary.

The Financial and Fiscal Commission (FFC) is an independent juristic entity subject only to the Constitution, Financial and Fiscal Commission Act 99 of 1997, and relevant legislative prescripts. The Commission acts as a consultative body, makes recommendations and gives advice to Parliament, provincial legislatures, organised local government and other organs of State on the equitable division of revenue among the three spheres of government and on any other financial and fiscal matters in terms of the Constitution and as provided for in national legislation.
